I use QCD for my music encoding. I'd suggest that if you have the original track(s), to encode them straight to OGG rather than re-encoding from MP3 to OGG - the quality would be better.

Audacity..Hands down. I used it to convert some songs to .ogg and I now use it to record my podcast. All around great tool.

Yeah, QCD site seems to be having problems, I can't get to it either...

uh ... OggDrop? @RareWares

really, you non-audiophiles use some pretty horrid software for audio :S

mind you, lossy->lossy transcoding ends up with abysmal quality anyway, but eh.

well seems like good suggestions so far but due to recent discussions on IRC a slight revision to the question; any good programs to convert CD tracks to .ogg to minimize quality loss(could care less myself; not too picky *insert content smiley here*) and a second ? whats the best way to implement the new music in game [asking for those that dont know (other than myself:S )]

You need to add entries to soundmusic.sounddata in the GameInfo folder. Same for soundeffects.sounddata and sounddialogue.sounddata, for effects and vocal cues/unit responses respectively.
