How do you become a veteran diplomat etc.

Veteran, Diplomat etc. are awarded by Stardock, normally for contributions to the community.

Ensign, 2nd Lt. etc depends on your Metaverse scores.

Exactly that: contribute to the community such as by finding a bug no one else has yet and giving them enough data to actually track it down, be generally useful on the board for answering questions, etc.

Rather than base it on number of posts, they base it on whether or not they noticed you do anything of substance.
