HQ Placements

Since we now have 3 different buildings on PM08.  What's the best strategy on placing like Campaign HQ, Consulting Office, & Outreach Centers.

To me, when I think of Outreach Centers, I'd place them in states that are struggling (i.e. Michigan & Louisiana)

But as far as Consulting Offices go, where would you put them?

I usually place the consulting, and outreach buildings in states that I have strong leads in, and my party does well in because the HQ give awareness, and that is very important to winning toss-up states.

I tend to place Campaign HQ's in states that I NEED to win, since they give the largest awareness boost and keep me from having to switch back to 'Political Strategy' mode.

The other two get divvied out amongst the stragglers, with more Consulting Offices being placed earlier so I can raise a nice late-game army of operatives :)
