How Do You Unlock FDR?

Well, running a Kona/GW Bush ticket I have managed to beat all the democratic contenders that I could find but I still don't show that FDR was unlocked. Is he a secret character that requires certain conditions be met like maybe winning a game with every electoral vote or winning the support of every lobby group?

I would be really surprised if he wasn't in the game since he is usually considered to be at least one of our top five presidents.

Right now he isn't an unlockable character in the game, but you can create him though in the figurehead editor. In another thread in this forum there is a topic about FDR where one fellow made a pretty good look alike.
