What does PlanetResourceOutput entityModifier do?

I'm using this in a buff I've set up, and it's being properly applied, because the mouseover detail window lists an increase/decrease to my resource output for that planet, but when I look at the detailed listings for my resource production for my empire, the resources output at that planet aren't affected.  I sat there and watched my credits increment for a while, and they were increasing at the full rate that was default.  Am I missing something here, or does this modifier not actually do anything?

I think it adjusts your resource output (metal crystal (credits too?)), +.5 means you produce more by 50%, and -.5 means you produce less by 50%

Haven't messed with it, but that seems right...

That's what I thought, but as far as I can tell, it didn't affect any of the three resources. Very odd.

Maybe it has to be put on the thing producing stuff... ...and doesn't tranfer to things in a gravity well (that might be it)

Well, it was on the planet itself, which (I believe) produces credits, but the credit total wasn't affected...

hmm... I just ran another test, and placing this buff on the extractors didn't do anything either...

Anyone from Ironclad out there that could tell me just what the heck this modifier does?
