Pirates out System?

Sorry if this is in the wrong forum but I'm new here so I may as well try here.

My questions is, do the pirates attack out system of where they are? Last night I had an instance where the only inhabitance of a system was a couple of pirate bases (And the other stars were the enemeies and my base), the idea was that they controlled their own territory and you had to stop them. Well when bounty time came around I couldn't raise, and I was the target... but I don't think they ever came. My defenses were good but I never heard the "our forces are under attack" line at all.

So yeah, can pirates attack targets that aren't in their system or not? After last night I don't think they can. Insight would be appreciated.

They should fix that because then the pirates attacks no one if you took the one out of the system and you are the target nothing happens. The pirates should attack the second highest bounty (in a system they are in).

or just make'em jump systems when they reach high or extreme.

Honestly I'd love for the next patch (or the patch after) to allow pirates to jump system to their target. It would create a lot of interesing scenarios, and my pirate controlled system would be a lot more fun to hit.
