Influence Starbases

Does an influence starbase enhance its own influence generation or that of the planets within its range?

Seriously though, the influence rating of the starbase is created by adding modules which 'project' cultural influence to planets within the range of the starbase. This, in turn, causes any planets within range to begin to accept the projected culture. If you have sufficient espionage to see the ratings of other races' planets, you will begin to see the number corresponding to a possible revolt begin to rise. (I forget the actual label for the number). Once that number goes over (4?) then the planet in question may revolt in subsequent turns (the planet will also show a red 'skull & crossbones' icon once a planet has become susceptible to revolt). The higher that the number goes the more likely a given planet is to turn to your side.

Keep in mind certain races are more resistant to revolt and can tolerate higher numbers even though the 'skull & crossbones' indicator is showing, and certain planetary improvements can prevent revolt as well.
