how does the initial colony and its maintenance work?

i dont remember noticing the initial colony and its maintenance before 1.8 but now it seems to really stifle the colony grab, at least for me.  so, how exactly does it work?  how and when does it become not initial and high maintenance?

It remains the same through the whole game. You need to "cover" it's maintenance with taxes from your pop. IIRC with taxes at 49% and econ ability ~50% one B pop on a planet will pay all the maintenance.

has that high maint. initial colony always been there. it never got me at all till i patched to 1.8
