Question about star to star travel and background color

I have two questions..

First, is there a way to make it so you cannot travel from one star to another?

And second, what decides the background color of the space around a system? It seems completely random. I've had a system with a blue star have a red background, or a green background. It's quite distracting and unrealistic to me. Any way to fix this?
