Population problems in v 1.03

Since the 1.03 update, I've had a problem with my populations flatlining. I can crank the taxes down so that moral is at 100% but it still grows at a slow pace. I'll have 24 rating planets with a pop of 2 or 3 billion while other races will have 22 or 24 rating planets at 20 billion.
Obviously, I'm missing something, but like I said this has only been since the 1.03 update.
Can anyone clue me in?

Another population thing is that when you use Information Warfare, the planet often gets a negative population value, which subsequently turns to the maximum population number I guess thanks to some kind of integer overflow. It's a bug that makes Information Warfare essentially useless, since to use it is incredibly unbalancing.

I've never been able to grow my pop like the computer can, but eventually I'll reach their size. I go for what IMO is a very early transporter/stock market tech push, these two structures will really energize your planet's growth. The stadium is also an incredible morale booster, cheap to build and maintain too.

is "Information Warfare" a mod?

Not sure about population problems. What settings are you using? Political party, initial bonuses, etc?

Geeze, these devs ;)

Information warfare is one of the invasion tactics you can use from the beginning of the game. For 2200 bc 20-40% of the unhappy citisens join your side in the invasion.

I'm on a Gigantic map, painful difficulty. I'm playing as... shucks, one of the new ones - +20 Diplomacy, +20 Influence (Pacifists, maybe...).

There is a population limit on planets, depending on class. You may want to start colonizing class 13 and 14 planets and purchase soil enhancements as soon as you land your people there so that morale doesn't plummet.
