To win a Cultural Victory - you must not be at war plus have at least +1 bc right?

Because in my last game i was -1100 without a war
and 95 % cultural influence..but i never got a cultrual
victory.

You have to (a) have the necessary influence; (b) not be at war WITH A MAJOR POWER (kick those minor races all you want); (c) get the "we're winning culturally" message; (d) wait the appropriate amount of time; and (e) [depending on game version] not save and reload the game -- the cultural influence value resets, which can reset the counter or even briefly take away your 95% rating for a moment!

but c never pops up?

how long does c take to pop up? Did my -1100 bc have
something to do with me not winning culturally with
my 95 % value for 40 turns :)

I'm almost *positive* I've seen my percentage at 97% for cultural influence victory.

I think that 97% is how close you are to achieving the victory conditions... but I can't say with certainty.

The percentage for the cultural victory states how close you are to the 90% cultural influence mark. It is not a percentage of how much culture you own within the galaxy.

I know this for a fact, based exactly on how the other victory meters operate.
