Everyone is Friendly with me- How can i make them close to me and thus ally with them?

well almost everyone. :)

but they keep staying friendly despite me giving them
free ships and other tech goodies.

When in the game or what triggers someone to become
close with you...a barrage of small gifts? a big huge
package of gifts? Another Tech?

wha?

Help!

I've played 6 games and have never gotten an ally.

a) give money
b) establish trade with them
c) give techs
d) establish more trade with them
e) agree to any tribute demands they come to you with
f) build starbases loaded with trading modules along your trade routes with them
g) give ships
h) become more powerful than them
i) establish even more trade with them

i'd suggest trading with them also, like trading ships and techs and such, make sure to get them a slightly better deal sometimes, they remember that in the end ;)

Trade is crucial to promoting goodwill. Research that advance and maximize your permissable # of routes with the Empire you are interested in allying with. Over time, positive bonuses will accrue, and your relationship will move to "close".

At that time, by researching "Alliance" (Comm Theory ---> Universal Translator & Nano-Electronics ---> Diplomacy; Weapons Theory ---> Phasers ---> Instant Communication), you can propose to ally with that Empire, via the Diplomacy screen. Depending on your diplomatic ability, they may accept just a simple offer of such (i.e., not require anything else to be added in). Generally, those AI's closer to your own morality will be willing to do this; AI's of opposite alignments will need additional inducements.

Once allied, you can win an "Alliance" victory by having only yourself and your ally (allies) left in existence. This is an automatic win (much like Illuminati's joint victory provisions), and the game will immediately end at the conclusion of that turn.

Be aware that AI allies will frequently declare war on your trading partners in order to force you to either: (a) go to war and lose yor trade routes, or (b) break the alliance and incur a significant diplomatic penalty. For this reason, you should trade only with that single AI you intend to ally with.
