what's with tweaking candidates? how does that work?

I sort of understand how to tweak candidates...but how does that work...in the sense, how does the computer know that that's what I mean? also...how do i create extra exndorsements...and what's the deal with the "indie" factor. Why don't i see these issues during the campaigns.
