Is this supposed to happen?

My fantasy game settings are affecting my campaign mode, is that supposed to happen? I started a new campaign to find NY and TX poor and the wealthiest state was RI. I thought that was odd until I went to make my first speech and my choices were backyard oil drilling, welcoming aliens, and a few other topics I was just dumbfounded to find. So I restarted the campaign and the speech topics were the same but now Arizona was the richest state. I went to my fantasy game settings and unchecked all the random events and now my campaign looks normal again but I am puzzled about why they would even matter? Is this a glitch or is this the way the game was designed?

Yes, you randomized the "State Wealth" in the fantasy mode which randomizes the wealth of every state.

This is not suposed to happen. Is this a retail copy or did you get it from Stardcok Central?

This seems to be a bug in both the retail and the patched version. You can quit the game to the desktop and then start the Campaign Mode without going to the fantasy mode screen first, and you will have the default game settings.
For those with the patched version, you can start a Quick Play game, then go back to the main menu and start a Campaign Mode game. This will also reset the settings.
