Spying and the fog of war (How does this actually work)

I am probably missing something, but the espionage system seems fairly basic, you should be able to steal technology, sabotage installations, forment revolts, assasinate spies and leaders, destroy ships and starbases, subvert(games does this) and gain intel(game does this). Also how is the fog of war working, I seem to be able to see an enemies planet and ships even when I have no vessels in sensor range. Attacks have revealed that what I am seeing is whats there rather than what was there last time I got close enough to scan the planet. This seems to need reviewing so that you can't see anything in an enemy system unless your scanners or spys are sophisticated enough to penetrate the enemy electronic counter measures.

The destabilization spending also allows you to foment revolts (although it's not always easy to tell that it's working).

Admittedly, when one game generated two I-Leagues and a Fundamentalist from one race, I figured my destabilization spending was doing *something*. :)

@dikdirk:
i think the authors just didn't want u to be able to randomly destroy enemy improvements without actually going to war with them ;)

one thing i don't like is that you cannot bombard plannets to make them suffer :)
hey, i don't care about their class 18 plannet, i just want to take it away from them lol

dikdirk: To be truthful, the Fundamentalists and one of the I-Leagues actually came from *two* races, but all three were primarily consumed from the Arceans. They deserved it, too.

I've had a minor race steal all of the drengin's technology and sell it to me twice in my current game...
