WHY? must I have a S.B. or S.S. to attack and they don't?

WHY must I have a starbase or solarsystem in the enemy's sector to attack them but they do not have anything in my sector and thay send thier ships in to attack my solarsystem's? :p

I don't understand your problem.

It was my impression that you could attack anyone as long as you are in range of them.

My fighting ships cannot go it to enemy sector unless I have something of fixed ownership in it. ;p

I think its a range problem maybe? Research some propulsion techs that will increase your range, or build temp outposts on bad planets that will basically serve to extend your range to a planet.

personaly im not a military might to any degree but i think all ya need to do is build a star base about 2 sectors away from your max range in a corner nearest them. then max the thing out on Att/Def and then send your ships on their way to death. but personaly i overwelm thrugh culture building the culture and economic enhancements and then place a dinky planet with a news network and embasy.
