Ok, question... does GalCiv require Direct 3D or DirectDraw? Please don't tell me directx, that doesn't help.

I ain't too smart, but I would think it would be DirectDraw since there's no 3d in the game.

Yup! Just started my first game of it... and hey.. it worked! LMAO....
