Highest Culture Rating in One Sector?

Curious what you all have achieved. Im at 70,000 in one sector without any culture palaces and the best culture improvement i've got is franchise headquarters. Wonder if anyone has spent the time to get past 1 mill

This is hearsay, but I came across someone here in the forums mentioning that they had four starbases upgraded with culture palaces and their influence in that sector was 1.5 mil.

250M could of easily had over 1Bn but was on tiny universe and the culture spread was enough from the home sector to dominate LOL
