Pop Star?

Anyone know how to get this acheivemnet?

Ive play plenty of games where my culture is the entire star system or two. I search and found nothing so if anyone could tell exactly what 75% of the galaxy is i would be grateful.

I noticed this too. In my end game statistics, it showed my culture hit and stayed at 50, even though the whole galaxy was my color and I had multiple broadcast centers at every colonizable planet except the pirate base and the last enemy asteroid colony, and had all culture related techs researched.
