cant build new ships

All of a sudden all my shipbuildinglists has a build time of "never", I have no idea where that came from. Anyone can help?

Either you set your ship building budget to zero, or you are out of money.

I did put military spending to zero, didnt realize that freighters and stuff was military equipment, a bit odd really.
