November 4th is supposed to be election day in America, but thats on a Sunday. So it would be the moved to the 6th (1st tuesday of the month). So i doubt it will be released then. Im betting friday nov 8th.

What is supposed to be in Beta 4? Is that supposed to be, more or less, the whole she-bang? Final testing all game features?

One new race in beta 4 (leaving the last one for release), a bunch of new gameplay features/tweaks. It's not going to be more or less the whole thing, though. A lot of features they're still working on, and while we may see them patched into the beta in the future, they've said multiple times they are holding a bunch of things in to surprise everyone at release
