Destablization: Does it really do anything?

Hi,
Played a game this afternoon where I was the trading king. Noticed one of the other empires was getting really strong in Military so I decided to try to destablize their empire. I spent 116BC credits a turn for the good part of three hours with no effect (or is that affect I never can remember) that I could see. Does this really do anything? If so could we get reports like: "Our spies report rioting in the Streets of
Wardell I" or "Our spies report the Yor have capitulated
to the demands of thier people to build a stadium" or
something.
