beginning strategy with buying ships.

I know colony ships are a must in the beginning but does any one buy one extra survey ship or a scout ship?Does it depend on small large or huge galaxy.
Also I dont see how the way you have to shuffle your colonist around to get the maximium benefits,(if your pop. goes over the limit, adds to gameplay at all?
It just seems to be an added nuisance to me rather than trying to make improvements that would help an overcrowded planet become happier.
Shouldnt this be tied to the evil,good scheme somehow with a choice of retaining overcrowding or not?
And since when has raising a tax rate ever meant that poorer people in a population dont pay? Yes i know it was the way rhe game was coded but why? Again how does it add to strategy at all. Ive never seen any documentation on how they determine x no. of wealthy people on a plane versus x no. pf poor people.
