I think you do, I tried it, but when I saw I only had one hit point, I scrapped my design.

Watch out for the one hit point.

As long as they dont shoot back. But in an early game with low ball weapons 99 out of a hundred they will get a shot back.(You dont think the programmers are going to make it that easy for you do ya?)

the point of the straegy is to damage the enemy ship befor they destroy the cargo ship. there supposed too be destroyed after they do damage and i knew about that 1 HP

I'd say it'd be more likely to have a strategy like this work LATE game, since then you'll have the ability to kill in one hit, which is absolutely necessary for the super warrior ability. The problem is that you'll probably have better luck with medium or large hulls at that point... the cost savings probably won't offset the fragility of your cargo hull ships, unless you're only hitting soft targets.

when the enemy shoots back(surviving ships) I believe they take out the ship that does the most damage which normaly has the least armor. I hope this helps a little

You can build a Survey ship on a Cargo hull, and try to build up it's hitpoints by gathering anomolies; then upgrade it to a combat design based on a Cargo hull.

I od this occasionally - I'll get a Cargo Hull with 8 to 10 hitpoints after getting some anomoly bonuses - then upgrade it. Can be a pretty powerful ship early in the game.

I use a Commerce Raider built on a cargo hull with one weapon and as much engine and life support as will fit. In the early game it's awesome for zipping around behind enemy lines taking out constructors, freighters, transports and unfortified starbases. It can usually outrun anything it can't fight. Once I destroy a starbase I have a few fast constructors and escorts waiting and I've soon got a fortified base deep in enemy territory, while at the same time preventing the enemy from using whatever resource I've just snagged.
