How does propaganda work?

This may be covered in the docs somewhere, but I haven't been having much luck finding it...

I notice that I'll turn up propaganda spending on a planet--or all of them at once, and the next turn the spending goes down a lot. By two turns later, prop spending has usually gone all the way back to zero.

Question #1: Is there a good reason for this?

Question #2: Is there a way to make the settings stick? You know, like the enemy's destabilization slider does? ;)

Yeah, I was annoyed by this to. (I just bought the game three days ago). You will notice if you have not installed the bonus pak, this occurs. Install the bonus pak and it Stops. Now, I am not saying that it will never do this or whether the original observation is intentional. This may be either a gameplay tweak or an outright fix. But I am much more happier knowing that if I set propaganda it stays there for a planet. Get the bonus pak. It improves the game immensely. Oh, also I could not install the bonus pak by direct download, I had to use Stardock central, which is a little more trouble upfront, but again, well worth it. Hope this all helps, I know how you feel!!!
