Simple question: How do you break off a tech or econ treaty on ce you have established one?

Naw, you can make them declare war on you. You make the other guy take the diplomatic hit that way instead of you.

Aye. Its kinda cheesy for them to suffer penalties for RESPONDING to the fact that their worlds are surrounded by transports, but it's one way to do it.

Now do you suffer a penalty if the treaty is coming from you or going to you? I thought you only suffered a penalty if you offered a treaty and then declared war.

If you declare war on somebody you have any kind of treaty with, you suffer the relations penalty with everyone. You also trip whatever alliances (or, in the Altarian's case, their super ability) if you attack. However, tricking the AI into striking first gets you around all of that.
