Creating an Alliance

Can someone tell me how to ask an AI to create an alliance. I went so far as to gift the alliance tech to one and i just cant find where i would even make the offer to form an alliance.

As I'm in my very first real game beyond the demo, I'm just trying to do things to see what happens.

Oh and get this, the Drengin gets this planet with a 33 quality!!! 33, my best is an 11 and i have only one of those. A 33. Is this just lucky on their part or do they have some kind of species bonus for improving PQ?

Both races have to have the alliance tech (as it seems you've done) and your relations with that race have to be at "close".

Ok thanks that definitely helps, right now i think we're at warm and fuzzy.

I'm assuming then that "alliance" will appear on the trade screen where the treaties are. ?

Yes, it will show up in the treaties section. You'll get there. Just keep being nice to the other race. In the one I negotiated last week (2nd mission on the DA campaign) I kept giving money to the Thalans, at some point they gave ME money out of the blue, and then the relations became close, and voila, alliance.
