Object Bar Startup

for some reason, even though i apply "Start up with windows" and "hide icon on task bar" i can never get this thing to start up . /run msconfig , also agrees with me that it isnt starting up. any solutions or similar problems?

also i use gmail. however the object Desktop Gmail Object doesnt work >.>
