Do the governers provide bonuses to the planets they govern? (ex. military governer gives military production bonus and bonuses to the planets' attack and defense)

No no... Governors just acts as an advanced "build-list", add the desired projects to his list, when you are at the planet manu you can select wich governor you want.. you can have the same for many diffrent planets. ;)
