I'm running Vista Beta 2 on my Tablet PC w/o Aero as my graphics card is not yet supported. My moving motivation was to get a transparent TIP.
Shadows, Animations, Window Dragging, Application Transparency, and Transparency Effects all seem to function at a high level of stability.
Tabtip.exe, however, does crash regularly, but I cannot as of yet attribute it to Window FX.
