Affects Planet or All?

I know that starbase modifiers only affect those colonies in range, but do starbases mining resources affect my entire civilization or just those colonies in range? Also, what other building/modifiers affect the entire civilization other than (going by memory on these) aphrodisaic, xanthium hull, micro robotic repair, eye of the universe, restaurant of eternity and diplomatic translators?

Mining resources affects your entire civ.

what other building/modifiers affect the entire civilization

Check carefully the description of the "wonder". Those that affect only ony planet have that clearly stated.
