How fast do you want your ships to go? How important is speed for combat ships?

Speed Kills.

You want to try and be the attacker as you get first shot - which in a lot of cases means the difference btween victory and defeat.

The best would be to try and balance the weapons/engines ratio, fast ships are good but if they can't do a lot of damage there pretty much scouts

No. Well, depending on the engine time, maybe.

But in general, you want your combat ships to have a speed of 6 if not more. That way they can interdict threats before they reach planets.

If the AI is running around at speed 9 and your at speed 6 your gonna die most of the time, because AI will attack first. Heavy weapons, fast ships and lite defenses will usually win you the game. Keep in mind you need to attack first with a larger fleet with more powerful attack then AI has defense. AI ship hitpoints also matter to a small degree.

I usually concentrate on mintuarization and speed, I usally take weapon research when I take enemy planets

I usually put 3-5 engines on my ships. The more engines you have the more movement points you have. That means range. And the more movement points you have, the more enemy ships you can take out in a single move.

That's fine, if you have room left over for enough weapons to seriously overpower your opponents, but it is a vast oversimplification.

Speed is important for the following reasons:

Allows you to strike first and the attacker enjoys a large advantage.
Project power: one fast moving fleet can protect the same radius as several slower fleets.
Multiple attacks: a fleet with high movement can attack more than one target per round.

I usually put 1 engine on small hulls, 2-3 on medium, 3-4 on large or huge.
