whenever I post an item under the topic GalcivII: Game talk, it ends up in galcivII main forum....what am i doing wrong? I select the proper topic. I thought it was my browser (opera) but IE does the same thing

Nothing. It appears as though the selection for the various forums is not currently functioning as planned..

i.e. it dont work at moment

actually i think it posts both places, like EVERYTHING shows up on the main forum but then the mods forum only has things flagged as mod posts, and the game talk only has posts flagged with game talk, its broke down like that
