New Govener Needed

So, think i posted this in the right forum this time -

Especially for the larger universe sizes, a new govener is needed.
Planet creating X type ship goes to Y type rally point.
yes, you can almost do this with the goveners givin (ships goin to x now go to y, planets going to w now go to z) but its ungainly at best. Something that just allows all planets creating troop transports or whatever to now all go to X rally point would make life sooo much easier.
Oh yes, adding "upgrade" to the Ship Details screen (allowing you to get details and upgrade a ship w/o haveing to move it out of a fleet) and an option to upgrade all to the ship yard Screens would be very helpfull as well.
