Bug, Feature or User Error?

Bug, Feature or User Error? I'm presuming the latter, so I'm posting to learn how to play the game right...

(I wonder if we should have a dedicated thread for this, so that people can post their own Bugs / Features / User Errors without clotting up bug report threads!)

1: Population Sticking - Occasionally, some planets' populations stop increasing, even if they have suffiicient food (e.g 2.5billion pop, 5billion food, or 4.8billion pop, 9billion food) and 100% happiness. The population values are never round numbers. Other planets still grow as normal. It tends to happen more when my planets are near other races' planets, but ot always. (I think I also had this a few times in V1.0X).

2: Social production to Military Production Not Working? - I had a couple of planets with no social building occuring, and it was shown in the display that the production was being transfered to military. But the shields never seemed to be added to my ships... Setting the focus for that planet to military did make the military portion go to the ship, but this was only about half the value of what it would have been under the Social-to-Military scheme.

Any feedback greatly appreciated - I admit I may be overlooking something here. If anybody wants to hijack this thread for their own Bug / Feature / User Error queries, feel free...

1. What was the planet quality were this was happening? Low Quality planets will not naturally grow to 5b population. But you can use colony ships and transports to move enough people there so long as you have enough food on that planet.

2. Depends on what your sliders are set on. From my experience in Beta 1.1 if you have your military slider set to 0% the starport will not build unless the colony is focused on military (even if there is no social production going on)

Okay, this may well be where things fall into the 'user error' category, then! I don't actually know where the Planet Quality is displayed, let alone how it impacts on the planet... I was under the impression it just added to the planet's approval rating, but I'm beginning to think I may be wrong...

The military slider would indeed have been set to 0%. Does that mean that if it was at 1%, all the unused social would be put into military (as expected)?
