Increasing ship range

I am still fairly low on the tech tree. Right now my ships can cover about half
of the universe. What can get me the rest of the way?

New engine types? Anything else.

Does a ship range relate to your home planet, the planet where it was created, etc.
Can it extend its range by visiting another planer?

You ship range is controlled by two factors; (1) proximity to a colony or starbase and (2) type and number of life support modules. In order to travel farther, you need to colonize more planets or upgrade your life support tech.

Mystic X mentioned starbases, but not how to use them in this capacity. In addition to colonizing more planets or upgrading life support technologies, you can also use starbases to extend your range. Place a starbase near the farthest area your ships can travel. The new range is calculated from that starbase as if it were a colonized planet. It doesn't matter what kind of base - mining, military, cultural, or economic - use the one that makes the most sense for your game.

To add further detail to Mystic X's good post, we can split his second point further.

(2a) Type and number of life support modules, and (2b) total life support tech.

In other words the support techs increase the base range your ships can stray from allied planets and starbases, and simultaneously grant you access to more and more advanced support modules which--when placed on said ships--will further enhance their range.
