Curious if some game-mechanics changes are possible

First of all, please excuse me for my ignorance. I'm vaguely curious if a few game ideas are possible to implement, and if it's possible where one would begin looking. So without further ado, here's a small list.

1) Habitation Starbases. Basically a starbase that acts like a planet. Initial construction could add something like 5 workable tiles. Instead of researching planetary improvement certain starbase construction improvements would allow new habitation starbase upgrades which would add more tiles to the starbase. What about changing improvements so that some can only be built on the starbases and some only on planets. Also would be interesting to know if it would be possible to have a race start on such a starbase, or baring that, have them start on a planetary system with no sun and have the planet graphic, well, look like a starbase.

2) Terraforming ship module. Converts a Class 0 planet into a low class planet which could possibly be reformed later through regular planetary improvements.

3) Change the way defense works so defenses are more effective against their non-optimal types.

4) Make it so gates are used for interstellar travel again. Basically, each system has a small gate and to go in and out of the system, creating choke points at the system. Some systems may have multiple gates creating more entry and exit points.

5) Unique racial techs, can this be done? Either techs that only that race can research or techs that race starts with.

6) Add other planetary conquest options, such as using orbital bombardment, the threat of such bombardment to demand local surrender, or a combination of the two.

7) How many minor races can be on the map at one time. Is it possible to set the number of minor races in the scenerio setting. (I'm thinking of using "minor races" to represent small independant planetary goverments of some races that already exist. Think splinter colonies.)

I know this all sounds probably a bit silly and a bit farther than the extent of modding. I just have a few ideas for some alternate game scenerios, but some of these elements are required to make it work. Any help or assistance is appreciated. Not laughing /too/ hard is appreciated too, but not need.
