Popularity Stat

What is it?

Once a quarter (after the quarterly report), I look at my comparitive stats to see how I'm doing relative to the other empires. I understand what all of them are referring to except "Popularity." I don't think they mean my popularity with my subjects, because that's shown by "Approval." I thought it might be my diplomatic skill, but I researched the heck out of diplomacy and became the most suave diplomat in the universe, and the stats page still showed that I was 5th in Popularity. What are the factors that make this stat?

I believe it's how much you are liked by the other races. It goes down when you start wars and goes up when you trade with the other races or give them gifts. And it also goes up with your Diplomacy skill.

You can be the best diplomat ever, but if you're at war with everyone, you're not very popular are you? On the other hand, if you were allied with most races, you'd likely be pretty popular.

I figure that any race that surrenders due to war or what not is more likely to surrender to the most popular race.

Hmm... I suppose that makes sense. Most of the stats aren't strictly dependent on one factor, so this could be diplomacy skill and current relationships with other empires...
