I did this simply because wanted to create a base reference for testing ability impact during game play for mods that I am thinking about doing in the future and I figured this was the best way to achieve that goal.
Anyway, I decided to make it available to the public for fun. It is my hope it will evolve into something of a must have mod for the community if the general community goes for this kind of testbed stuff. If you have any comments or questions please make them known in this thread and I'll respond ASAP.
Please note: the code in the game has the "Trade Route" set to a "%" value. However it should be a normal number if the description is correct. Anyway, I have not changed it as I'm not sure if it is simply a typo or needed.
Balanced Custom Planets (BCP)

For this mod I simply gave each empire a total of 30 Planet Quality (PQ) points for home systems. I allocated the points in various amounts based on the play style I observed from several games using the Tough AI configuration.
Additionally the "custom empire" homeworld and other inhabitable planet now have a different standard texture and a moon. Furthermore I disabled planet four and five as well.
