Are planets to only place to go for faster repairs?

I've read in the manuel that there is a module for military bases to help speed up repairs are docked ships. I can never research this module.. I never even seen it. Is there a war to make a base repair your ships faster then dead space or you need to go to the nearest colonized world to do that? I like to play in big maps with spaced out planets and with life world placed on rare. Friendly colonized planets can be very far away from the front lines.

So far there are no repair modules for starbases. The only thing you can do is play a custom race with +40% repair ability and / or build the trade good micro repair bots (another 20% added).
