CLASS 0 Planets everywhere!
Galaxy Setup - Planet settings take no effect

The Galaxy Setup for planets doesn't work for me.
Scenario: Normal
Galaxy Size: whatever (no custom map)
Habitable Planets: Abundant
Planets: Rare
Stars: Abundant
Star Density: whatever
What I think I should be getting is almost no unhabitable worlds. Instead I get CLASS 0 planets everywhere! I have 1 inhabitable world per race and star systems with up to 5 class 0 planets everywhere!
And the best thing: it doesn't matter what setting I choose for the Habitable Planets and Planets - it keeps giving me maps like that - for all sizes, all densities.
Please help!!
