Does choosing neutral give you a ship purchase discount?

It says in the manual and game text that you're supposed to get a discount when purchasing a ship when you choose neutral alignment. I have researched 'xeno ethics' and chosed to be neutral, but the purchase price of my ships is identical to when I start a new game. Am I doing something wrong? Is there some special method you have to use to buy your ship at the discount? Any help would be appreciated.

you know, thats weird. my last game i also chose "neutral" hoping to get the discount on cheap ships...yet they seemed just as expensive.

i thought it was just me, but perhaps not...?

I believe the manual specifically states the direct purchase prices of ships are lowered. Direct purchase is when you "Buy" the ship, not "Build" it. Did you make sure to check that?

I do directly purchase the ship, and it doesn't give me any sort of discount. I've tried it from the galaxy view and shipyard view. Neither seems to do anything.
