Where's the 'espionage slider' for minor races?

My game keeps telling me I should be spying on the minor race, but I don't see an 'espionage' slider for the minor race. (I do have one for the major races of course).

So is it not possible to spy on the minors, or am I just being silly and not being able to find the slider???

No its not there I searched all over... i think you have to wait till they become more affluent.
