What affects maximum population on a planet?

I was wondering what affects max pop. on a planet. I know the amount of food generated affects population, but does planet quality have an effect? I've been looking at some forum posts and some people are saying that some of their planet pops cap out sooner than they should have, below the actual amount of food that gets generated at the planet.

I can't remember the exact formula, but GreenReaper posted the max population formula, and it does indeed involve planet quality.

Yes, population gets capped by the planet quality- it's especially visible with planets quality under 7 (a 4-5 has a pop cap of 1.5-2 billion people)

On the other hand, really high-quality planets (18+) get a very -big- population cap.
More than you can get while still keeping them happy

It can never go above 100 billion. Besides that, the maximum (in billions) is 0.02 * ( ( PQ + 1 ) ^ 3 ), where PQ is the planet quality. So if the PQ is five or less, there's never any point building a farm.
