Question about bombardment repercussions

If planetary bombardment is used, does the PQ of the affected planet drop permanently?

Surely if you have terraforming technology you should be able to transform into an Earth like planet even after bombardment.

Think of it this way, you could live on Mars, bomb the crap out of it and then terraform the planet, and I'll highly doubt that the bombardment would have ANY negative effect on that.

You should have the ability to pay to repair the planet, like a one of cost not to improve it but to repair the environment after a war.

Yes it does.

Actually has anyone noticed that if you use an attack like mass drivers which destroys improvmenets and reduces planet quality but your attack is repelled, nothing happens to the planet. The penalties only apply if you actually take the planet when you attack. So it seems to be possible to use mass drivers to thin out a defence force and then follow up with a second traditional attack and take the planet undamaged.

Is this working as intended?

#3 If it didn't work that way, you'd get you or the AI could attack with a transport with 1 trooper on it and destroy the infrastructure of a planet you don't have the strength to take. So I guess it was meant like this unless I've misunderstood something.

I just thought of a solution...

The effectiveness of a planetary attack that fails is reduced by the amount of enemy troops you destroy.

If you destroy say, half their troops, you get a half effective planetary bombardment.

This would stop the 1 trooper exploit.

It would be better though, to have a failed attack using Mass Drivers, for instance, but the attack still manages to knock out a building or two, which the other player would then have to rebuild, or take a PQ point off which the other player would have to pump more money or tech into to get back up.

I think it would be good if instead of permanently lowering PQ, it would be better to make a certain number of tiles unusable to the point of requiring soil enhancement or habitat improvement. Seems a bit harsh to permanenttly lose PQ, especially if you're playing in a galaxy with precious few good planets.

I know I'll never use planet bombardment, but I'd hate to see all my good worlds turn into barren wastelands by the AI.
