How do I edit a planet?

Is there a way I can edit a planet on my current game? I'd like to give a computer thats in a corner a few habitable planets (the best one anywhere near him is quality 5 only).
Basically, I'd like to be able to turn, say, a quality 5 planet into a quality 10 planet.
Is there a tool or command in game i can do this with? (cheat code, whatever).
