Starship Quality bonus

If a planet has, for example a 50% bonus in starship quality. What exaclty does that effect in ship attributes. Do ships constructed at that planet (not the entire empire) have 50% more HP? Or does it effect other ship attributes, if so what?

All ships built at that planet have 50% higher Attack and Defense values (rounded down).
