Mining Bases

Does the empire as a whole get the bonus from a mining starbase or does the planet have to be in the area of infulence of the starbase? Theres alot of resources in the middle of nothingness thats why i asked. I cant even find where it shows the bonus is applied. Can anyone help?

The bonus (from mining the resource) is for the whole empire. You should be able to see the effects on the stats/graphs screen in the Civilization Manager. Economic, Military, and influence bases have only local effects.
