It should be impossible to attain a technology witholut previously or simultaneously attaining all prerequisite technologies.
Attaining a technology without a prereqisite can happen in 2 ways.
1) It is impossible to trade for a technology, which you cannot research.
2) Some races start with technologies, but are missing prerequisites. Bote that this is impossible for a custom race.
