GLITCHING- Military strength

I am terrans (blue).
Here we see some sudden jolts throughout this whole game on tough. These spikes are massive and the only way this would happen if a ton of ships were built at one time then they all die. Now i circled in red the AI spikes. The green Circle is me, At this point in the game, i was building no ships (trying to get my economy going again) yet i spike up that high? Needless to say i didn't ahve to worry about anyone declaring war on me again, (except i was in constant war because the yor and dregin were allied and the rest of yus were another alliance).
So i don't know whats going on really, but this has happened twice, is this a way to make getting out of wars harder?
